It's more about the power dynamics. I am a giant dude at 6'8 and had older divorced mothers say and do inappropriate things but i was always going to be stronger and get out whenever i wanted. So i was never scared.

Now say a mma fighter larger then i am did the same exact thing, I'm scared shitless. Even though nothing happening is illegal the drastic power dynamics is palpable with slightly excessive expressions and im scared for my life.

Mutual respect and communication needs to be mutually. Catcalling falls well outside Mutual communication and you are basically gambling if the other respects it. Shoot your shot but once your told to fuck off too many times you should get better or just stop.
