What is smokeless charcoal?

coal and charcoal is like 90% carbon how would you not get some smoke… I’ve heard of cleaner coal which has less sulfur and higher quality.

You do not get 'smokeless' charcoal, think you are referring to smokeless coal AKA Coke, it is made in a similar way to charcoal,
Coke is a grey, hard, and porous coal-based fuel with a high carbon content and few impurities, made by heating coal or oil in the absence of air—a destructive distillation process. It is an important industrial product, used mainly in iron ore smelting, but also as a fuel in stoves and forges when air pollution is a concern.

Smoke is generally unburnt material which either tends to be impurities or because the fire is too cold. Pure coal at a high heat would not really make any smoke.

Coal or charcoal has higher amount of carbon % but burning them with the stoichiometric air will result in colourless smoke. There is no term as “smokeless combustion”. Rather there is always smoke but it will be colourless…
