Yes and no, yes I believe that any business that sells food or drink should be required to have a public restroom. As should any large retailer, hospital, or medical facility. And all government offices. But I don't think that if it is a small establishment, like a mom-and-pop store or a shop on a boardwalk of a tourist town or even a small business with 10 or fewer employees, no I don't think they should be required to have a public bathroom. And I have absolutely no issue with the businesses that are required to have restrooms to make the restrooms for customers only.
Only large businesses should, like Big Box stores, restaurants, gas stations on Interstates, and of course your doctor's office.

The fact that it would be convenient for you if your bank had a public restroom is not sufficient justification, by itself, to invoke one more government regulation in our lives.
That would cause the city of Chicago to absolutely explode.

No America is a free country and it costs money to maintain a public bathroom. Especially today when there are so many junkies around. The last thing you want to do is to find a body in one of the stalls with the spike still sticking out of his arm. You have to deal with cops an TV cameras.
