I'd say it mostly strategic. I mean it goes back to the cold war and Capitalism vs. Communism. South Korea has become a wealthy nation, a great trading partner with the United States and ergo there's a lot of money at stake. Couple this with the fact that China, Russia, and North Korea are all right on it's doorstep add to that fact that we're technically still at war with North Korea (police action if you like).

I kind of feel like you already knew all this and this wasn't really your question though. Why not spend it on the homeless instead? Well in the words of Steven Colbert "the homeless need a better lobby".

There's no comparison between the land border between Noth and South Korea and the US land borders between Mexico and Canada. The Korean border is fortified to prevent military incursion, an and it's not long. That's a very different thing from fortifying a borders af thousands of miles to prevent crossings by individuals who may cross by land, by tunneling, by air, or by sea. Then there's the commercial traffic, large trucks that can easily conceal people or drugs. Do you want to stop all cross-border trade?
