Not really but they don't have enough money to fix potholes or repaint parking lots but they have the money to paint stupid rainbows for no reason whatsoever, that's what I'd be thinking while im walking by, maybe they avoid it for that same reason, if they dont dirty it, they won't repaint it and they can waste money on what's needed lol

To know if you are supposed to walk through it is if there are many people passing there. And there are people who pass at the sides. So the question is would that make them homophobes?
