In our case because we are 'girt by sea', illegals have to get on a boat. They have a lot of money to pay the fare but the boats are decrepit because it is their last use case. A lot of them sink, so many drownings. It is all very well to ring up and say 'Help we're sinking' but the Indian ocean is a large place.
