Does an American tourist have every right to notify the FBI if he/she sees naked people on a nude European beach?

Indecent exposure is a felony, is it not? Nudity is also a sin, yes?

I am aware that the US has no jurisdiction in Europe. However... as long as an American is outraged and threatened by a naked person anywhere in the world (not just in the US), they can call the US authorities. Considering the European police themselves are a joke, and they side with the exhibitionists.

So the FBI can fly to Europe, apprehended the European nudists, take them (while now fully clothed) to SCOTUS and the Attorney General will throw them in an American jail for indecent exposure? Is that how the system works?
