It says that if Stormy Daniel’s had come out and say she was paid in order to keep quiet about her affair with Trump, and that the money was hidden to appear as something else rather than a bribe, the outcome of the election would have been different. The point is the money was used to keep her quiet. That counts as election interference because thousands of people would change their minds about voting for him.
In other words he hid what he wanted to hide in order to look better for the public in 2016. And he knows this, that’s why he paid her in the first place. Otherwise, why pay her if he wasn’t guilty?
