It's different to incentive a state than it is a person. They state has to use the money on what it is expected to use it on, which is usually a pretty narrow range agreed to by the legislature. They're not buying avocado toast and yatchs with it.

I did not know but I am not surpriesed i do know that if a divorced guy who is paying child support and a paternity test proves the kid is not really his, that he is still obligated to pay child support..

My dad never paid for child support for me he never helped my mum out she done it all herself not a penny from him whatsoever

It may depend on what state you are in, but in at least some states a parent making significantly more money than the other parent may still pay child support while splitting custodial time 50/50.
