First, I would talk to the owner about the dog. I'd give them 2 verbal warnings. If the dog is still left outside and aloud to bark after the 2nd warning I would call the police on them. There are laws where I live about barking dogs. I would never think about killing the dog. I have one of my own.

If the dog is outside barking like crazy and the owners don't do anything, then it's obvious they don't care, and the authorities need to come. It's not OK to leave a dog outside like that.

I’m scared of dogs but killing then isn’t it. I’d speak to the owner. If he doesn’t listen, it means he doesn’t value he’s pet howling so I’m calling animal services

Already in this situation, and have done nothing as, at least 2 or more neighbors have to file a complaint, plus they aren't keeping me awake since I'm already unable to sleep.
