It's inappropriate to be dressed inappropriately in public... not sure what offended has to do with it.

I don't understand why you'd be offended. If you found it inappropriate that would make sense. Because it is inappropriate. I wouldn't be offended if I was a father and some trans person was walking around my children in the nude. I would be pissed. They're different things.
