President Trump does not have to pay anyone to attend his rallies. There are always overflow crowds that assemble outside to watch him on live TV. The rally I attended in 2020 was free and was indoors. There was an orderly line outside that I was told started before sunrise and there were thousands in attendance. It was held indoors in a place that held about 30,000 people. There was easily twice that outside. It seemed like nobody left.

Perhaps he doesn't pay anyone to be there which would hold up since he doesn't pay any of his bills. Not to his lawyers, not to the buses that stranded his followers out in Coachella, certainly not to the cities he holds the campaigns in, and not even to his employees who have worked overtime. There are definitely people leaving his rallies though. There is enough video evidence out there of that. He is habitually late to these rallies and rambles on for hours about the same old things
