I'm afraid it didn't. The reason for this is that while immigrants should be welcomed, they still are obliged to obey a nation's laws. Mark 12, for instance, says "Render to Caesar what belongs to Caesar and render to God what belongs to God." In other words, if lawful authority states something that is reasonable and just, it must be obeyed, even by immigrants.

Then there's also the Fourth Commandment to consider, which the Catholic Church (at least traditionally speaking) would say also requires obedience to lawful authority. Nations have the right and the responsibility to not only make laws, but to enforce them. Immigrants are subject to this as well.

And third, there is a distinction to be made between an immigrant legitimately looking for better opportunities and criminals and their associates and organizations. Progressives, such as this false "bishop", are either unable or unwilling to make that distinction.
