Growing up gta 3 was more or less Gary's mod today. Hey cheat codes and run away from police.
In a lot of ways the story progression was a better age restriction then the ESRB. In a weird way gta games are a lot like a lego age suggestion for sets. The level of patience and planning then executing said plan is set up perfectly for both gta games and lego building sets at the same time stimulation for older players of either game.
Slight correction remembering my own childhood. My father ask me to stop mass sniper spree in gta 3. I was like why does it matter back then and I'm double over cringing remembering it now. So I get it in a lot of ways now why parents are worried. I still also believe the story progression is the better age rating system.
Sure there is a bunch of drugs and alcohol in gta but the game is way more hands off or discreet then a child growing in said home who actively deals in drug buisness. Another way to say this gta is better at keeping buisness away from home/children then real life.
Some kids can do that without learning it's ok to steal someones car.
Others are going around stealing cars and motorcycles and killing people.
So no... but either way, the parents go to jail if it goes bad. that solves the problem... and the kids.

That entirely depends on if you agree with the idea that a ten year old is able to handle a lot of the concepts presented in the game, not just the violence factor or the fact that the protagonist is an objectively bad person, but also the sexuality aspect (which is usually where people start freaking out) and how ready you are to have that talk with your kid about the strippers in the game.
It's ok I played when I was younger and my neighbor son played when he was 5 and he was so much better than me at it too XD
all 10 year olds should be supervised... regardless of what they play
and also taught about it, make sure they understand what reality and fiction, is...
Yes it's okay, with a parenting caveat. I portant to let the 10yo know that this is a game, not real life.
