Without a DOUBT it's LBJ. His great society legislation was revolutionary. Foreign policy was shall we say less successful.

"Third way" Clinton corporotized the party & was too tolerant of right wing bs creeping in. He was the beneficiary of the Cold war "peace dividend" which juiced the economy he did little to foster BUT reduce deficit / debt.

Jimmy Carter was a better human than POTUS but he is still VASTLY underrated. Time will fix that tho.

JFK was killed before he could enact his plan to make sure no more poor exists. If he wasn't well America would of been very different today.

But since that didn't happen, Obama or Bill as they both served two terms back to back. Which means there first term was good enough to where people felt confident to vote again for them.

JFK probably would have been if he wasn't assassinated. LBJ accomplished a good deal, but I don't think any of it was good for America (too much of the Jim Crow school of Democrats). Carter didn't accomplish much, but at least he was trying to do good things for America. Clinton was fairly successful and some of which was good for America. Obama's ideology was the culmination of progressives which is antithetical to the US Constitution; so he encountered stiff opposition to his policies. So I would go with Clinton, Obama, JFK, LBJ, and then Carter. If you wanted to include Biden I would put Jill after Carter.
