It's Trump and not very close. Reagan is the obvious second argument but for all intents and purposes, he was pursuing a very similar agenda under loosely similar circumstances but wasn't nearly as effective. Furthermore, many of our societal problems today are a direct result of the Reagan administration, though this is often ignored due to Ronald being venerated as the GOP's golden calf. I'm willing to bet that about 20-30 years from now, Republicans will be erroneously claiming to "yearn for the party of Trump" just like they lie about it more recently for the party of Reagan - the reality is that Reagan had very tenuous support from his own party at the time too, and they only revere him now because he was popular.
Bush Senior would be #3, but that's largely because he was riding Reagan's coattails, and gets credit for arguably the best wartime management that the US has ever seen. Despite being fairly successful for a one-tern president, he will likely be forgotten for much else.
Bush Junior and Ford may as well be tied because they both suck. Bush bent over and gave what's now called "the deep state" everything it wanted to the point it was a mostly unnoticeable transition into Obama, and Ford was weak, probably the single most inconsequential president we've had in the last century. In fact, under Bush Junior, it's pretty obvious that the State Department was actually calling the shots even to the point of undermining anything the president did that they didn't approve of, but I think that due to the average voter's ignorance and apathy regarding foreign affairs, almost everyone missed this at least until later in the Obama years when people started questioning why we were getting involved in Egypt, Libya, and Syria.
It's like asking which lame horse almost finished the race best.

We’re still paying for shit Reagan did. Everyone after him just followed in his footsteps of disaster-making. It’s all pandering bullshit to promise tax cuts while praising god. The last real republican was fucking Eisenhower. Every republican after him was a fucking joke.
Trump is clearly the worst of those but when you're the worst president in history, it doesn't matter who you put up with him.

Reagan was the most successful. But that success came at the price of creating the truly fucked up US and world that we have today. Even Saint Ronnie wouldn't approve of Trump.
Too bad you didn't include "the last 6 Republican Presidents". Eisenhower was a very good President. Eisenhower is the Republican that Republicans should idolize over Ronnie or, especially, Trump. Eisenhower is the Anti-Trump.

Probably Reagan, who was a filthy corrupt scumbag, but managed to hide most of it, except of course the Iran-Contra scandal. The rest were outright corrupt criminals.
