My next door neighbor is using my recycling bin, do I have the right to be upset?

There are stuff in there that I know I never buy or use. Keep in mind I am the only one living in my house. I am pretty positive its my next door neighbor.

If you’re paying for it and they’re not contributing, yeah. But you might be overreacting too. If it doesn’t cost you more to share the bin, then what’s the actual problem? I'd be annoyed if someone did that to me but I'd calmly ask whether they put their garbage in my recycling bin and if so, please refrain from doing that and throw it in their own bin instead as I feel uncomfortable.

No its okay, its my fault. I am the frog who cried toad. And yes I am about to do that if I see it being done again. In the meantime I have pushed my recycling bin back closer to my driveway and further away from the side of the yard.

That's a good call. Pushing it back closer clear sends the message (I believe) and if they still don't get it or don't bother to care keeping their stuff in their own bin. I'd say it's high time you tell them you have a problem with it.

I know its crazy. And here you have pay 4 times a year to have your trash and recycling picked up. And since its closer that means I'll be able to see who is actually doing it through my windows since its closer to my driveway and garage.

Is it a free-of-cost collection bin deal? If yes, I would not care too much. If you pay for the bin collection, then that's unacceptable and I would address it.

No here you have to pay for your own bin and you get billed quarterly every year.
