Given that New York, Illinois, and California are lower than the collective average of whatever these numbers represent, I'm going to go with A: average square footage.

I assume that the broom closet apartments in NYC, LA, & Chicago are bringing down the average in those states.

None of the rest of those choices make much sense, given that those states would theoretically have higher values for the other options, simply from having higher populations, and or higher cost of living.
