Do you consider “I owe you an apology” to be an actual apology?

I’m a bit of a stickler for words myself. So i am sort of measuring my thoughts against the norm here.
There are lots of ways to apologize, but only a few good ways. Is “I owe you an apology” any kind of apology? If so, is it a good one?

So, if i owe you $1000 and i say, “I owe you a thousand dollars,” the debt is paid merely by acknowledging it?

I think most people, including you, would recognize that acknowledging a debt and paying the debt are not the same by any reasonable measure.

It’s better than nothing but it’s really just an acknowledgment of debt. If i owe you $50,000, merely acknowledging that i owe you money does not clear the debt. If i owe you an apology, merely acknowledging that i owe you that doesn’t equate to an apology, in my opinion.
