No. It's abject stupidity as where the fuck else where the people born then?
The "gray" is mostly down to the US not knowing how to deal with citizens born on military bases or US owned premises abroad. But that doesn't mean you strip away everyone's citizenship and regrant them one by one.
Trump isn't even the shoes of an Emperor, but he likes to think he is.
