Should some crimes allow option of LEGALLY CONVICTED felons to voluntarily, legally & safely chose corporal punishment? Which crimes? Civil too?

Yes, hopefully it would lead to deaths too like in cases of rapists, their victims been able to get that control back and kill their rapist seems great. Why anyone would sympathize with them I don't know.

Also it should be forced not they get to choose because they'd just say no of course or it gives them control.

In theory, yes. But things could go very wrong with this sort of thing. Implementation is the key, but I don't know if a good sound implementation is possible.

There are plenty of people who are or were incarcerated because of other crimes besides murder. Just ask Paul Manafort, Steve Bannon, Rick Gates, Allen Weisenberg, Michael Cohen, Mike Flynn, and Roger Stone. Trump pardoned about 1600 individuals who were all convicted of federal criminal offenses.
