Should corporal punishment be revived and carried out in public as a deterrent?

Early Babylonian law developed the principle of lex talionis - an assertion that criminals should receive punishment in the exact way they inflicted it upon their victims

This is taking the “eye-for-an-eye and tooth-for-a-tooth” principle quite literally in dealing with offenders.
Corporal punishments were commonly used in those instances that did not warrant the death penalty nor exile.

The last floggings in the United States were carried out in the state of Delaware in 1952 (later abolished there in 1972).

Will public flogging/corporal punishment serve as an effective deterrent?

Note: I’m not arguing for or against the practice of public flogging nor endorsing corporal punishments carried out in public. Simply looking for everyone’s thoughts on this matter.
