Why are Turkic countries in such a miserable and backward state?

Even the Chinese have moved far ahead. All they do is boast about history. If there are over 300 million Turks in the world along with the Turan union and around 15 Turkic countries, why are they never recognized in any field? When will Turks develop?

Two farmers have a field with potatoes close to each other. One farmer has big and healthy potatoes another small and damaged ones. The difference between successful countries and countries which never overstep specific development threshold is, the farmer with small potatoes in successful country asks the farmer with big potatoes how do improve his growing method to get big potatoes too. Farmer with small potatoes in less successful society will prefer to steal potatoes form farmer with big potatoes or will try to destroy his crop.
Look at Russia, theoretically this country has everything to be the number one. Resources, cheap energy, smart people, fertile soils... but they choose to assault their neighbors and lose 1,5 million men instead getting rich and prosperous so the neighbor begs to become a part of their empire.
Where are turkic countries in this example, I don't know.
