Does everyone deserve another chance, regardless of the crime?

For context, Iryna Zarutska was killed randomly by a 14-time schizophrenic criminal offender. Why was someone who has already proven to be a danger to society allowed to roam free? I'll never understand people who believe in forgiveness over justice. There's such a thing as accountability.
