Trump didn't cut off food assistance, the government shutdown prevents the government from spending money that isn't allocated in this fiscal year. Blame the Senate, not the President, and note that every Republican Senator and 3 Democrat Senators voted to keep the government open, it was the rest of Democrat Senators who voted for the shutdown.
