"A law should not be created if it isn't enforced by death." Do you agree with this philosophy?

All laws are governed by death and yet we keep making more. Initially most would think I'm crazy for making a statement like this but hear me out. If I refuse or am unable to pay a fine or attend court what happens? I get arrested. But if I resist they will increase the lethality of the force till I'm dead or I'm behind bars. It doesn't matter if it's a parking ticket or if you are using your burn barrel without a burn permit on your private property. These are victimless crimes that people get locked away for or are even killed if they don't submit to the government. Ruby Ridge.
