So my guess is that this is more about people consenting to the state to do a blood test and finding out a contamination happened in the first place. The attack happened and that dosen't change how, but now there isn't more punishment so it's better to consent for a blood test rule out any dangerous blood and better odds for the person who got hurt get the proper help they need.

This probably happens more in prison then everyday life. Shank someone and put hiv blood on it then don't consent for blood test. At the same time it's not impossible to get it from someone else either so the blood is pretty irrelevant.

Ultimately I do think the law change is supposed to help with that. Shit happened let's sort this out together. It dosen't change much at all really.

As a Californian, I find this new law to be appalling, but also par for the course for the morons and criminals that run this state.

Remember, we are talking about people who KNOWINGLY and intentionally infect other people.
