The main thing is that you have people you want in your country and people you don't want in the country. Legal migration lets you decide that, illegal migration doesn't decide that. The reason the illegals won't be from Europe and Canada is because those are likely to be let in anyway because they are compatible with your society.

The issue with illegal migrants is that they aren't compatible, they didn't go trough the right steps and they are often leeching on the society. Doesn't matter where they are from at that point, it matters that they don't belong and don't fit in.
