Both… i remember when Bush created DHS and i was b*tching about the hypocrisy of conservatives claiming that they want small government while creating new departments like DHS.
Simultaneously i am in favor of law and order. The attacks on 9/11/01 demonstrated that we had some vulnerabilities. Did we need a whole new department to pull it off? Did they need to start stripping away citizens’ rights to privacy with blanket wire tapping and internet traces? I doubt it, but they always find ways to justify their hypocrisy. Don’t they? I remember my conservative friends getting all huffy and puffy when i reminded them that “Those who would give up essential liberty to purchase a little temporary safety, deserve neither liberty nor safety.” ~ Ben Franklin
Maybe we could have closed the gaps in our security with existing departments working more closely together. We almost certainly could have done so without infringing upon the basic rights of law abiding citizens. In that way, i wish DHS was never created. However, expanding existing departments to close the gaps would still have cost money. In terms of “funding”, i don’t know if there’s a way to improve our national security AND save money. There probably is. The federal government is infamously the worst at budgeting.
Forty years ago there was a scandal about the Pentagon budget after the Packard commission published a report showing that they had paid $400 for a hammer, $600 for a toilet seat, and $7k for a coffee maker; among other unjustifiable overspending.

Here we are four decades later and the waste, fraud and abuse is as bad as it has ever been. Due in no small part to our two-party system. Republicans want to limit democrats’ spending, but don’t really watch their own, and vice versa. So NOBODY really takes the budget seriously. How could we possibly rectify the deficit, let alone the national debt, with a system based on sabotage politics? Are we just supposed to accept the additional costs of running newly formed government agencies and/or NGOs? Do you think that they will defund and disband any given department if/when said department solves every issue for which it was designed to mitigate? Or is every government agency and department solely focused on justifying its own existence? Who on Earth goes to work every day intent on working themselves out of a job?
Government NEVER shrinks. Nobody relinquishes wealth or power and government never shrinks. That is why i am generally against creating new departments for any reason.
If you accept government expansion in times of “emergency”, they will manufacture emergencies to justify expansion. It’s no bueno.
ICE has a big mess to clean up, they need all the help they can get.
