No, fines are a way to deter anti-social behavior. It's fairer is to fine people by work hours. Someone who is paid $20/hour is fined, say, $100, while someone who makes $200/hour is fined $1000. Even that is not fair, because the person making $200/hour has a lot more disposable income. It would probably fairer to find the low wage earner $50 and the high wage earner $2000.

Collection of fines and penalties. Parking tickets may be difficult to collect, especially for people visiting the city. Fines for traffic violations should go to the injured victim or when there is no accident, to the injured victims. IRS penalties and fines should go to taxpayers as lower taxes. Fines for violations such as an unsightly yard should go to the nearby neighbors as lower property taxes.

Fines for acts where their is no identified damage or, victim except government, should be abolished.

Violations typically do not have victims. If you want to have a government at all, you have to pay government workers, and that's where most of these monies tend to go, along with them going into the pockets of corrupt politicians, which you're never going to stop.

Most violations have victims--theft, robbery, assault, murder. Traffic violations and DUIs have victims, even if every incident does not. Parking tickets have victims who are denied a parking spot they would otherwise have.

Okay, fine, I don't really want to argue with you about this. For every 500 traffic violations or a thousand, maybe there's an accident. In which case people have insurance, so the only victim is an insurance company, typically.
