I mean if somebody comes up to me and tells me unsolicited I’m not pretty or my boyfriend is ugly then I don’t see anything wrong with me saying to them “I don’t care what you think.”

Depends on context and tone.
If someone accuses me about doing something wrong and I go in counter offensive and the person tells me "I don't care what you think" I will take is as disrespect.
If tell someone you should do this or that but the person tells mes " I don't care what you think because it's a little bit more complicated" in this case I don't take is an offense.
However I think the second example is much more rare and you can assume this phrase is very well meant as belittling.

Imagine going to your doctor and he tells you "I don't care what you think". Would you trust their diagnosis?
Or going to your mechanic and he says "I don't care what you think" and him charging you what he thinks?
Stating that a persons opinion is irrelevant only matters when they are trying to argue without any knowledge of the matter, or facts have been presented and they are trying to refute with opinions.
For example, a cancer diagnosis is presented and attested. The person hits them with "I think you're wrong as I can't have cancer, my daughter is getting married in a month!" You could write them off as in shock at best.
There are definitely situations where it's appropriate. But, I'd say it's rude more often than not. It really depends on the relationship, the particular thought in question and why it's being shared.
The last person I told that I didn't care what they think was an acquaintance who has a history of inappropriately voicing his unsolicited, highly judgmental and negative opinions about other people and things.
While I was in the middle of helping him cut up a fallen tree on his property. After I'd done well over 85% of the work myself. And, after he tried to get me to take multiple breaks. I was continuing to work. He felt the need to tell me that he thought I should pause my workout routine and lose 70 pounds before continuing to workout.
I felt that telling him I don't care what he thinks was appropriate in that context.
You can phrase it differently like you're just not familiar with the subject or don't have much interest in whatever topic that they are talking about and you prefer to speak about the previous topic you both found commonality on instead.
But yeah, a lot of people are sensitive and will think you hate them just for telling the truth.
Depends on the situation and how you say it. If you just say it like this as a response to someone , it's most likely perceived as rude.
