Barring a medical reason, when do you think it becomes annoying or a burden on others if a person doesn't drive?

If they have a bike or take the public transit most places it may not be that annoying

In a major city with good public transportation, it's probably not a big deal. In most of America (which is suburban or rural and designed around cars), it's going to be a problem pretty quickly unless they can afford an Uber or equivalent whenever they need to go somewhere. And in more rural areas, even that might not be a viable option.

That depends on where they live. In denser cities it's easy to get around without a car. A car is only useful if traveling beyond convenient transit.
