Why aren’t average height people considered tall when only a small percentage of people are taller than them?

Why shouldn’t average height people consider themselves tall? If you’re an average height as a grown adult, that means you’ve reached the typical height for an adult. You’re not short you’re the height a normal grown adult is expected to be.
