What does touche mean?

Touche, comes from French. It is what fencers used to say when their opponent had scored a point.
It meant that "Your blade has touched me, I felt that"
When people are arguing or talking or joking around today, and someone makes a particularly good point (or insult), the person on the receiving end might say "Touche", basically saying "Yes, you got a hit with that comment. I felt it."
Good point!: If I'm correct, French Fencers used it back in days on yonder when practicing rather then "Hit". And a Good Hit in an argument is a Good point! :P

the 'e' has an accent mark over it. someone will usually have a witty remark towards another person and so in response they say "touche," meaning good answer (pretty much).
Used as an acknowledgment during a discussion of a good or clever point made at one's expense by another person.
