Call goes to voicemail even with *67 ?

I sent a text and it says not delivered, I called and the phone went to voicemail but when I tried *67 it did the same thing as well and I assumed I was blocked.
I remember yesterday it did the same thing when I attempted to call them afterwards signal went through so what’s going on?

I have no problem wanting to “go away” because this person has anger issues because they think I’m with another guy and never pick up their call immediately. I was just curious not me wanting them.
