Yes, but let's put it into context. Let's say that degenerates are only 3% of the population. There are around 400,000 active users here on GaG. If 3% - which is a small percentage - are degenerates, then that means there are about 12,000 degenerate here. Even though they're a small percentage of the overall population, it wouldn't be hard for even a portion of that 12,000 to end up posting in 25% of the questions here, which means you'd run into those posts constantly. So, yeah, it's going to seem "full of degenerates" even at 3%.

There were just as many degenerates before the internet... the internet just gave them a place to meet up and chat without worrying about rational people to call them out when they make stupid decisions.
