This is a timing light. it is used to tune a car engine. It makes sure the spark fires at juts the right time at the during the compression stroke. I still have one of these but have not used it in many years. Cars have electronic ignition that it more accurate and reliable.
I enjoyed some of your guesses. I think it does resemble a heat gun.

That's a timing light, for old car engines.

"A timing light is connected to the ignition circuit and used to illuminate the timing marks on the engine's crankshaft pulley or flywheel, with the engine running. It helps to fine tune when the spark fires from the spark plug and ignites your car's fuel. Properly adjusted timing, in turn, helps to make sure your engine works at peak power and efficiency." It's also used for checking under the hood when they get all old and crusty.

Connect to battery the other one goes on the number 1 or number 8 cylinder aim light at timing marks on bottom pulley

Looks like something for a car, the clips look like battery clips. I was going to guess a heat gun, but I think it may be an old-fashioned timing light. I don't think anyone uses these anymore... everything is electronic now.

That's the timing light that completes the tune up set. Put this with a dwell tach meter and a few simple hand tools and you can tune up and older auto.
