+1 yAbout five years ago, there was a documentary regarding the FBI investigating hacked home computer and baby monitor video conferencing cameras, even being able to remotely turning these devices on by hacked operating codes. Taunting & blackmailing the Victims on their home's tv's and monitors.
A by-product of idle gifted prodigies is their psychological NEED to flaunt their skills (for fun) or for 'easy money' by invading unknowing Victim's privacies. Internet security is an ever-evolving 'game' of cat & mouse.
Hollywood even took the phenomena and made a TV spin-off called CSI: Cyber the potential focused on TOR 'Onion', 'Silk Road' and the Dark Web and transnational cyber prosecution by international police task forces. The ONLY 'absolute' is to UN-power by unplugging such devices or drape a cloth over the device's camera. The SAME risks apply to ORAL convenience 'Siri' tech; you don't NEED a court order to 'bug' or eavesdrop a citizen who installs voice-activated wireless networked aids VOLUNTARILY like 'Alexa'! Just 'cunning'~

As I understand the TV has nothing to do with it. Only the playstation needs to be on. If you have a smart TV like me, then the TV will automatically turn on when the playstation turns on, but you can just turn the TV off again.
So I think the answer is yes. They can turn it on and set it to record and then just turn the TV off.

+1 yTechnically anything plugged in can be remotely turned on, it's just a matter of how hard it would be and how much setup is needed beforehand, such as physically compromising a site or merely a firmware update. If you're worried about it put a piece of tape over the lens.

+1 yYes, people can hack into your Online Camera. There's actually a Russian Website where they have a bunch Random Web Cameras on the site all throughout the world that their hacked into. If your camera doesn't have the necessary Security Protocols in place then someone could be watching you through a website such as that one. I don't remember the name of the site. You could just put Electrical Tape over your camera.

+1 yYour flat screen t. v. and computer monitors can take pictures or video of you and your phone and tablet supposedly takes a picture every 5 seconds so, most likely, that can shoot pics or video, too.

+1 yAny cameras that is connected to the internet and it's on, it's possible that anyone can hack it that's why I put covers on my cameras unless I use it.
