Why do some people plan a vacation only to back out at the last minute?

I have so many people in my family this way. They'll plan a vacation with me, discussing where we're gonna go, the hotel, food, other expenses, etc. Then out of nowhere, a week or two before the trip, they tell me they haven't even booked their flight and don't want to go anymore. Why do some people do this?

Too indecisive I guess. I say stop making plans with them. And go your own.
