Haven't they been using them to launch cruise missile from within Russian territory since early in the war? Nuclear capable does not necessarily mean a lot. A lot of U. S. regular combat craft can also be equipped to handle nukes. I think it is part of his overall strategy to get Ukraine to cede at least Crimea and some border areas.
