hahaha that's an old trick for immature couples. No offense. They always say if you love it, let it free. If it comes back its ment to be. Its old yet classic. Do what your heart feels, in my opinion you should stand on your own and message him and tell him I need someone to be more forward. Sounds like he wants you to chase him. It's lame, and I'll be the first person to admit I've done it. Sometimes girls can be so confusing I just pull away and refuse to respond to get them to chase because sometimes its the only way to tell if she cares. But then I realised its dumb and shouldnt be like that and walked away properly.
