For anyone who has played soccer, they'd know a strong kick to the back of a soccer ball, aimed right at someone's face, is infinitely more painful than passing a basketball to someone's face.
Basketball, without a doubt. Only one of the two is even intended to be batted with the head.
I know I've been bloodied by a basketball, had my ears rung and experienced dislocated, jammed, and broken fingers. Can't say a soccer ball ever did anything like that.
Since a soccer ball is created for being hit on the head and other parts of the body, I would say that a basketball would hurt more than a soccer ball.
I'm going to answer on behalf of my younger brother and say basketball. He plays both sports at the varsity high school level and has been hit in the face HARD with both. The soccer ball hurt, yeah, but the basketball broke his nose. Soccer balls have a softer surface than basketballs with little puffy parts, so it doesn't hurt as much.
