What should I do with my ex boyfriend who calls me?

I admit I like the guy but he just said he still owes money and is working on that.

And the only time he wants to hang out is when we go skinny dipping or something of that nature.

I still care about him and hope he's OK but it's annoying me that he seems not to have resolved his issues.
