I had a much younger girl do this every time we were socializing in the same place. She made no attempt to hide it either. I would catch her looking at me and when I did she wouldn't look away! LOL! She was even with her boyfriend who is a friend and did it. He would catch her and then look to see who she was looking at. It was then I'd look away but he had to know. I would be in conversations with other friends and when I'd look around the place there she'd be just watching me.
I kind of dug it quite a bit and even contemplated hooking up with her because she was pretty hot and I told her as much but I knew I could have her. I just didn't want to disrespect my wife or her man or use her for a moments pleasure. She definitely made it very tempting though!

Guys steal glances/stare at girls they find attractive, shy guys (myself included) try not to get caught.
My GF actually and I actually caught eachother stealing glances a few times, but it was at work and I was shy so I did nothing... one day she came over and said "You smell nice today" in the most awkward nervous sounding way possible and things went from there.
Go say hi! Strike up conversation and see where it goes!
Guys are visual so they like to look. He might be looking because he finds you attractive, or because he notices you are looking at him! Maybe you could change up your look for a day and see if he takes notice or comments! Wear your hair or make up differently, wear a sexy outfit, and see if he says anything or looks more!
If you like him then don't just wait around for him to talk to you. Sometimes guys are shy and you have to make the first move and that's okay. If he likes you too then he'll just be glad to be talking to you. And it sounds like he's interested in you
Well in my case if a guy is always looking at me it's probably because I have something stuck between my teeth or a snot in my nostril or maybe my zipper's down but in your case, I think the boy realky likes ya!
he either
a) is interested
b) noticed you're interested and wants to make sure of it (catch u starin)

wish you luck :)I have no idea on how to act on it... He either detects your crush or he has a crush on you too, I have had the same thing happen to me thousands of times though it could be he focuses on something near you as he is thinking and when he sees you looking back he shifts his focus because he is thinking hard about something or he just does like you to ( it could be both as well)
maybe he is trying to figure out why your always looking at him, you must be or how would you know he is looking at you
He likes you. if you just say hi. you will se what happens
I would approach him while you are around him. Ask him something, you girls do it all the time. Best would be talk sports or something guys like to socialize about. You could just drop something next to him.
Signs of shyness and interest. U should make the first move. If u dont, who will?
