Can tall guys find short girls intimidating?

so there's this guy that fancies my friend he's always smiling when he sees her but doesn't approach her, he looks down/ away. she's short petite, really pretty with a nice figure. he's kinda broad, manly and tall.. is it possible that he finds her intimidating/ hard to speak to?

I don't think it has to do with her being short.
I'm 4'11" and my boyfriend is 6'3"...
so he could be nervous or probably thinks she isn't interested in him. If she likes him, she should talk to him.

Because he thinks she doesn't like him or he's just shy, or he needs an excuse to talk to her (and something to start the conversation with), basically the same reasons she hasn't approached him. You didn't think all guys were born as smooth as James Bond, did you?
