What's considered a small waist for girls?

Would it involve waist to height ratio or WHR? Or is there a solid definition of inches such as under 28 inches?

The required dimensions for a runway model is in the area of 32[34]B-24-32[34]. That might mean nothing, but as far as aesthethics are concerned, more than 26" is undesired. But it is as you say, WHR plays a role. So if you are looking to see where you stack up against the world's definition of the golden proportion, you will have to compare you waist to your hips, as well as bust. Length also then plays a role. RUnway models need to be at least 5'7.

This is very complicated and I suggest you don't let it boggle you down into a place of dissatisfaction.

24 inches is rather small. 20-24 is almost unheard of. 24 is about as small as a normally proportioned girl can be without any special aids. 25-27 is probably average. 28 is normal, and 30+ is big.

If you want to be really general I'd say that <23 = small 24-27 = normal and 28+ = big
