Buy some resistance bands. They are fairly cheap, especially for women since they usually can't lift as much weight as men anyway. With them, you can do any free weight or machine exercises and even a few that can't be done with free weights or machines. Cardio burns more fat while you do it, but your metabolism quickly returns to normal after you stop; however, the boast in metabolism from lifting weights lasts for hours after you stop. The more muscles you have, the more fat you'll burn as well because muscles require much more energy for the body to maintain than fat does. After 6 months of working out (first doing cycling, then doing weight lifting and finally doing both together), I obtained six pack abs. Neither could get me there on its own, but the change from doing both together, especially in my abs, was dramatic. Almost every day I noticed a change in my abs. In addition, you'll also need to eat healthy or no matter how much muscle you build, you'll never be able to see it.

Avoid processed carbs (veggies/fruits exception) and mainly focus on high fiber/protein. Do some bodyweight exercises (pushups/situps/burpees/jump squats) and put them in a circuit (do as much reps in 30secs for each exercise and do them continuously. rest 1min and repeat for 6-8rounds) Goodie Luck.

-Dont eat unhealthy food oily/sugary
-Dont sleep after eating... walk around
-Dont have a low self esteem think about..."If u believe in urself anything is possible" it works trust me

-Sleep for 8-12 hours every day
-Drink 8-10 glasses of water (also helps skin)
-Eat at least 5 vega/fruits everyday

love handles: look around your home for something heavy, or buy urself a kettle bell or preferably a medicine ball. twisting ur torso while holding something heavy is a great way iv reduced love handles. i know it's not 'professional advice' but it works=]
to tone ur legs:

lunges
running
biking.
swimming.
you'l b toned in no time if ur consistent AND eating well:)

You gotta do cardio 4-5times a week. It could be done on the street you don't need to pay
I hated my legs too so I made it a priority to work them out and I really see a change!You have to really make an effort and run every day
Maybe go for 5km bike rides 3x a week :-)
