No, it's not always the best idea to do endless cardio. Too much cardio results in an increase in cortisol which is the stress hormone, and this males it harder to burn fat. Instead it eats away at your muscle, leading to a "skinny-fat" body where you have no muscle or shape but you still have a bit of fat (do you really want to look like a marathon runner?).
Diet is the most important thing, you need to cut out junk food for 6 days a week at least and replace it with good food rather than starving yourself. When you cut calories too severely your body goes into survival mode and your metabolism slows which stops you from burning fat.
As for exercise, you can do some jogging but it might be better to do something shorter but more intense such as sprinting or interval training. This is much more efficient. As well it's always a good idea to add in some resistance training whether that be bodyweight exercises or weight lifting. As a woman you don't bulk up, you'll just tighten everything up and possibly even look smaller. My girlfriend said she used to spend hours in the gym doing loads of cardio (a mistake most women make) but now she's been weight lifting (she hasn't even done any cardio by the way) the weight is dropping off her twice as fast with just half hour training sessions.
