I would go to a grocery store. For 5 bucks you could buy a piece of fruit and maybe a sandwich. Oftentimes grocery stores have pre-made sandwiches or other meals. And it's way healthier than going to Mcdonalds or something.
Home cooking is really the best way though. You can buy ingredients in bulk at the grocery store and make stuff for yourself that would only cost you like 1-3 dollars per meal.
Look for sales, try to plan meals for the week around sales. Try to make as much as you can yourself. Pre-packaged or pre-made foods are usually more expensive than the raw ingredients.
Rice is a great staple, as you can buy a huge bag for under 10 bucks which will last months. So are beans, and frozen veggies. I usually cook rice in my rice cooker with some frozen veggies (my rice cooker has a steamer basket) and everything turns out awesome. Cook up some chicken or beef and voila, a healthy meal!

It depends on your definition of healthy, really. I'm currently on a low carb diet, so there's lots of fruit and some veggies that I don't eat much of, things that some would say are healthy foods.
Grocery store... Get broccoli and eggs, steam the broccoli and scramble the eggs.
Or get a sweet potato, and peanut butter... Bake the sweet potato, then mix in the peanut butter.
Or some combination of these.
That's what I would do. Tweak to your taste.
Frozen veggies are fine, and if you don't typically enjoy veggies feel free to season them how you like. Even if you use salt or butter, it will get you going in the direction of liking veggies. Then you can cut back on the seasoning and you'll start liking, say, broccoli, all on it's own.
Egg whites could be substituted for scrambled eggs to be a little healthier too.
Coffee no sugar and skim milk
Coffee very good for you low in cals (10cals) also gives you a nice boost

I don't know how much vegetable cost tbh.
I like broccoli, mushroom and cauliflower soup.
So my first thought would be to check out the grocery store.Smoothie (without a lot of added sugar) or Subway. Make a smoothie yourself out of frozen fruit and a bit of honey rather than fruit in syrup.
Kroger by me has pineapples for $1 so I'd go get a pineapple of 2 and bananas are $.55 a pound and get some oranges and have a little fruit salad. It will make quite a bit so could probly eat on it a day or 2
To a grocery store. I'd buy an all natural granola bar.
To some pnes house steal there money than have 100 dollers than go to a salad bar
