Loosing weight/fat is mainly about your diet. Simple maths really: Calories In / Energy Out. You need to eat less energy than your body uses and it will burn the fat to use as energy. Working out is also good, but only as a supplement to your diet.
Work out the amount of calories you should be eating using an online calculator, then subtract 500 calories per day per lb of fat you wish to lose a week. For example, eating 500 less calories per day will burn 1lb a week. Eating 1000 less calories will burn 2lb. Make sure however, that you're still eating enough. Eating too little will affect your energy levels and you'll end up losing muscle as opposed to fat.

Ab workouts. Crunches mainly target the upper abs and situps target all of them. Leg raises target the lower abs so i would do these to target your lower abs and lose fat in this area. Also mix it up with situp crossovers and russian twists.
Clean up your diet and start doing different forms of cardio and ab exercises especially targeting that area even if you can't spot reduce- you can still work those muscles more
You can't get rid of fat in specific areas on the body. Either lose some body fat which would make you lose fat all over your body or tone your ab's.

Just do more cardio, do intervals so 2 mins at normal pace and 1 min at fast pace. Also lower your carbs
Lots of sit ups, and crunches. Try not to eat to many fatty foods. Drink plenty of water, and smoothies. Try cardio. Lots of exercise.
you can't burn fat in a particular region, the body regulates that itself. only exercise in general will burn fat from all over the body, until it is gone.
